Bankrupt of Ideas/Ideals

It seems some people never learn from the past and apart from harping on religious and racial issues, they have nothing new to offer. How can a care-taker government make some many promises and offer so many benefits in cash and in kind and also promises of rewards if elected? It seems a great cause for further investigation by the relevant authority but will they take any action at all?
